- The University Vice-Rector for Postgraduate Studies and Scientific Research – Chairman
- A faculty member on behalf of every college or institution who is minimally associate professor and to be appointed by the university board based on the nomination of the college or institution as well as the endorsement of the Rector.
- Other members who are affiliated with research are eligible to join the scientific board only for two renewable years based on the endorsement of the university board provided they do not exceed half of the total number of members.
- The board shall form either a permanent or temporary board within or outside its members.
