    1. Introduction

Majmaah University is committed to providing an inclusive and barrier-free digital environment that enables all beneficiaries — including persons with disabilities, senior citizens, students, faculty members, staff, and visitors — to access and use the university’s digital platforms and services with ease, dignity, and independence.

This policy ensures equal digital access for all users through the adoption of assistive technologies, inclusive design principles, and compliance with national regulations and international accessibility standards. It represents a fundamental pillar of the university’s beneficiary-centric approach and its transition toward a fully digital university environment across academic, administrative, and service domains.

  1. Policy Objectives

This policy aims to:

  • Ensure accessibility of all university digital platforms and services regardless of users’ abilities. 
  • Promote inclusive design that accommodates diverse user needs and capabilities. 
  • Comply with the accessibility requirements of the Saudi Digital Government Authority (DGA). 
  • Align with international accessibility standards and best practices. 
  • Integrate accessibility considerations into all stages of service design, development, and maintenance. 
  • Enable continuous improvement through monitoring and user feedback. 
  • Facilitate access for students, university members, and visitors to academic, administrative, and research-related information and services. 
    1. Policy Scope

This policy applies to:

  • All university websites, portals, mobile applications, and digital services. 
  • Academic and administrative service platforms and university electronic systems. 
  • Systems for applications, inquiries, complaints, and electronic follow-up. 
  • Admission, registration, self-services, and electronic permit services. 
  • Awareness, communication, educational, and guidance platforms. 
  • All university employees, contractors, and vendors involved in designing, developing, or maintaining digital services. 
  • Any new or modified digital services prior to launch or publication. 
    1. Key Definitions

      1. Accessibility

The practice of designing digital content, interfaces, and services so they can be perceived, understood, navigated, and effectively used by all individuals, including persons with disabilities, senior citizens, students, and university staff.

  1. Assistive Technologies

Tools and software that help persons with disabilities access and use digital content, such as screen readers, screen magnifiers, and voice control software.

  1. Accessibility Principles

This policy is based on four internationally recognized accessibility principles:

  1. Perceivable

Information and user interface components must be presented in ways that users can perceive, especially important academic, administrative, and service-related information.

  1. Operable

User interface components and navigation must be operable through different input methods, including assistive technologies.

  1. Understandable

Content and interface operations must be easy to understand, with simplified academic, administrative, and procedural terminology when necessary.

  1. Robust

Content must be robust enough to be interpreted reliably by a wide range of assistive technologies.

 

  1. Compliance Standards

The university is committed to complying with:

I. Web Content Accessibility Guidelines (WCAG) 2.2 Level AA as a minimum standard, and Level AAA where feasible.
II. Saudi Digital Government Authority (DGA) Accessibility Standards.
III. European Standard EN 301 549 (Accessibility Requirements for ICT Products and Services).
IV. ISO 30071-1 International Standard (Inclusive Design Management System).

All digital services must undergo accessibility evaluation before launch and periodically thereafter.

  1. Accessibility Requirements

The university ensures the provision of:

  • Text alternatives for non-text content, including images, educational materials, and illustrations. 
  • Captions and transcripts for audio and video content, especially educational, instructional, and awareness materials. 
  • High-contrast visual modes for improved readability. 
  • Text resizing up to 200% without loss of functionality. 
  • Clear and consistent navigation structures across all platforms. 
  • Error prevention and instant validation of entered data, particularly in forms and electronic services. 
  • Clear language and readable content with simplified academic and administrative terminology. 
  • Responsive and touch-friendly mobile design. 
    1. Support for Assistive Technologies

The university’s digital platforms support:

  • Screen magnifiers for enlarging content without loss of clarity. 
  • Adjustable font sizes and spacing to improve readability. 
  • High-contrast display modes for users with visual impairments. 
    1. Mobile Accessibility

All university digital platforms, including websites, portals, and mobile applications, must utilize responsive and adaptive design techniques to ensure optimal display and functionality across desktops, tablets, and smartphones.

User interface components such as buttons, menus, links, and form fields must be designed for touch accessibility with adequate size and spacing to prevent accidental activation and support users with limited motor abilities.

Digital services must support both portrait and landscape orientations, with content and interface elements dynamically adapting when devices are rotated.

Mobile forms — particularly those related to applications, electronic services, registration, and communication — must support assistive technologies, including screen readers and voice input tools. Form fields must include clear labels, instructions, and error messages.

Mobile digital services must also be optimized for performance to support users in low-bandwidth environments by prioritizing the loading of essential content first.

Accessibility testing for mobile services must be conducted regularly across different devices, operating systems, and assistive technologies.

  1. Roles and Responsibilities

    1. Digital Governance Team at the University 

Responsible for overseeing the implementation of this policy and ensuring compliance of all digital services with accessibility standards.

  1. Electronic Services Department 

Responsible for designing and developing accessible digital services in accordance with international and local accessibility standards.

  1. Content Creators at the University

Responsible for ensuring that all published content on university digital platforms is accessible through practices such as providing alternative text for images and captions for educational, instructional, and awareness videos.

  1. External Vendors

Vendors must comply with the university’s accessibility standards when providing services or developing digital solutions.

  1. University Employees

All employees involved in content development and service design will receive training on accessibility standards and guidelines.
