Functions and Tasks of the General Administration of Legal Affairs

  • Develop a Legal Administration's operational system.

  • Establish a comprehensive legal library and conduct field visits to relevant authorities to benefit from their expertise.

  • Respond to inquiries from the University Rector as well as from various colleges and university administrations.

  • Study and prepare legal consultations received from the University Rector.

  • Review minutes from college boards submitted by the University Rector.

  • Examine documents referred to the administration—such as minutes from councils and committees—and provide legal opinions on decisions and recommendations.

  • Review regulations, agreements, and contracts received by the Legal Administration to ensure compliance with legal procedures and proper formulation.

  • Represent the University in cases presented before the Grievance Board and judicial authorities.

  • Prepare defense notes for the University in proceedings before the Grievance Board, courts, and other parties involved.

  • Analyze observations from audit and oversight bodies and coordinate with relevant authorities to prepare formal responses.

  • Participate in committees assigned by powers delegated from the University Rector.

  • Review powers of attorney delegated by university officials to their subordinates, clarify their validity, and provide recommendations to support efficient workflow.

  • Systematically review memoranda submitted to the University Council and the Council of Higher Education upon request.

  • Take part in investigation committees and disciplinary procedures involving university employees within the scope of authorized powers.


  • Overseeing the workflow of university personnel, issuing warnings regarding potential legal violations, and taking disciplinary action against individuals who persist in non-compliance, following approval from the authorized official.


  • Establishing both digital and physical databases that encompass the university’s legal systems and regulations, updated according to the latest amendments. This also includes maintaining ongoing communication with higher regulatory bodies, such as the Bureau of Experts at the Council of Ministers, and reviewing administrative court rulings from the Board of Grievances—particularly those involving other educational institutions—for reference and application within the university’s legal framework.


  • Carrying out any tasks delegated by the authorized official that fall within the administration's scope of work, particularly those related to the separation process of the university and its colleges from the institutions they were formerly affiliated with, following the Royal Decree that established Majmaah University as an independent entity.
