Power of the University Council

Article 20, stipulated in the Statutes & Regulations Of The Higher Education Council & Universities and issued upon the Royal Decree No. (8/m) dated 4/6/1414 H, states the power of the university council as follow: 
Article 20
 The University Council, subject to the stipulations of the herein stated Regulations and the Higher Education Council resolutions, shall manage the academic, administrative, and financial affairs as well as implement the University general policies. With reference to this, the University Council shall: 
1. Approve training and scholarship plans. 
2. Propose the establishment of colleges, institutes, departments, research centers, and assistant deanships, as well as make suggestions for renaming, merging or cancelling any of them. 
3. Approve academic specializations and graduate studies programs. 
4. Grant academic degrees to university graduates. 
5. Grant honorary doctorate. 
6. Specify academic calendar details in accordance with the beginning and breakup of the academic year, as well as interposed vacations. 
7. Send staff members as delegates or to execute academic missions, or grant them sabbatical leave, or terminate their services in accordance with the organizing regulations. 
8. Approve curricula, academic plans, textbooks, references in accordance with the suggestions of the colleges’ councils and specialized institutes. 
9. Propose different types of students’ remunerations and financial aids. 
10. Ratify the University budget and submit it to the Minister of Higher Education. 
11. Ratify University internal rules and regulations that go beyond the financial and recruitment benefits. 
12. Propose University rules and regulations and any amendments thereto. 
13. Review the annual report to be submitted to the Higher Education Council. 
14. Itemize the sums allocated to each college, institute, assistant deanship and independent research center for expenditure within the framework of finance regulations. 
15. Review the university closing account to be submitted to the Prime Minister. 
16. Approve the university extracurricular activity plans. 
17. Decide upon the recruitment of staff members in accordance with the Scientific Council recommendations. 
18. Accept donations, gifts, endowments, etc., provided that they do not contradict with the main purpose for which the university was established. 
19. Set organizing regulations for visiting or transferred students from and to the university. 
20. Consider issues referred by the Minister of Higher Education, and University Rector, or those proposed by any council member. The Council may form permanent and interim committees of its members or independent parties to consider any assigned issues. 
 
Article 21 
The Council shall meet at least once a month upon the call of the President whenever required, and shall hold a meeting if two thirds of the members requested that in writing. The Minister of Higher Education may include any issue deemed appropriate in the agenda or delay its discussion prior to the Council’s meeting. Meetings are considered valid if attended by two thirds of the members, and the Council’s Secretariat shall be presided by a member therein upon the nomination of the Council and approval of its President
 
Article 22 
The Council’s resolutions shall be issued on the basis of absolute majority of the present members’ votes; in case of equal vote, the President shall have the casting vote.
